The answer depends on what kind of encoding you’re doing, but

will give you a few options. Whenever I have a character encoding question, Googling with “site:fileformat.info” is my go-to.

I am guessing you are trying to edit a Day One URL to target that journal. When editing URL actions, you can let Drafts do the proper URL query parameter encoding for you by wrapping the value in {{ }}…so, instead of journal=Rêves in the URL action step parameters, use journal={{Rêves}} and the non ASCII characters will be encoded.
