I get the same, and all of the example actions linked above throw this error:
OpenAI: 429, Your request to the OpenAI API has been refused due to rate limits. Either you have made too many requests in a short period of time, or the API Key you are using has reached usage limits. Check your usage and billing configuration at platform.openai.com for details.

My usage is A-OK. So, not sure how the action is exceeding rate limitations.
That is a message being returned by OpenAI saying the API Key you are using is being limited. It is the same message they return for both actual rate limits, and for limits due to billing issues.
Are you sure you are using the right API Key? Are you sure you have valid billing methods, and a credit balance for API usage in your account?
If things look right at OpenAI, the next thing I’d try is to create a new API Key and test with it. You can forget the one you have stored in Drafts in Settings > Credentials.
