Is there a way to set up Drafts to open a new draft in dictation mode using a shortcut that can be tied to a BackTap?

Yes. Just create a one step shortcut that uses Drafts “Create Draft with Dictation” shortcut action and assign it as your backtap shortcut.
That was fairly easy (once I got my brain working correctly!).
