Just as simple as that–I think of tagging as being an operation on the draft’s metadata, not the draft itself, so I’d rather that the sort order, etc. not change when I add/change/remove tags.

This is an old request, but I just encountered a similar situation. I was going through and tagging old drafts before archiving them, but then they unexpectedly moved to the top of lists. Having an option to not change the modified date when tagging, archiving, or flagging would be helpful to maintain history of real edits. I can see why some people would definitely want to change the modified date in these situations, but others not (or at least not always).
