When exporting a draft with wiki style notes (using [[ instead of a markdown link or URL scheme) in it, is it possible for the link to be replaced with the content of the note?
Just wanted to make sure I am not missing anything before writing an action for it.

Yes, that’s possible. You would need to pick out the links, find the matching drafts and insert their content into the original’s content for the export.
Take a look at some of the transclude actions in the action directory. They do that sort of thing, but for generating an HTML preview rather than an export.
