Actions not syncing consistently / data loss

For the second night in a row, In realizing that my actions & groups are not syncing between ios devices. I have had to resort to backing up on each device and importing groups with modified actions which is far from ideal.

Once I had been working on a script on my iphone then it synced over an earlier version of the action group that didn’t have that script, effectively causing data loss: Fortunately I had backed up.

An action I created on my phone nearly 24 hours ago hadn’t appeared on my ipad when I looked a few minutes ago.

Hopefully this can be addressed effectively.

And now I need to clean up duplicates.
