In iPadOS, float the editor settings buttons above the Action bar

This is probably the thing which bugs me the most using Drafts, that each time I want to toggle focus or set link mode I need to press something to reveal the editor buttons. I would love the option to float this row above the action bar so that I can just stab a finger at one button instead of two.

Most of these functions can be accessed via actions in the actions bar, if this is something you do often. Editor settings cannot, but arrange/link/focus mode all can:
